We are conducting a feasibility study on establishing Electric Arc Furnace (EAF) steelmaking in Europe as a pathway to decarbonization of the steel supply chain to supply some of the lowest CO2 flat steel products in Europe. While it is still in the feasibility study stage, this project is a potential game-changer for our shift toward sustainability and decarbonization.

Function
Mission
The Early Works, Site Preparation, and Civil Works Manager will be responsible for overseeing all preparatory Site activities required for the successful delivery of the new Electric Arc Furnace (EAF) Plant. This role will ensure that the site is adequately prepared, with necessary civil works completed before the commencement of the primary construction phases. The manager will lead the site preparation activities, manage the civil engineering team, and coordinate with various stakeholders to ensure project timelines, quality standards, and safety regulations are adhered to.
Key responsibilities
- Site Preparation Management:
- Lead and manage all site preparation activities for the new EAF Plant, including detailed site surveys, land clearing, excavation, grading, and utility relocation.
- Oversee site logistics, access roads, temporary facilities, and mobilization of construction equipment.
- Identify and mitigate any potential risks related to the existing site conditions (e.g., hazardous materials, environmental considerations, topographical challenges).
- Civil Works Coordination:
- Manage and supervise all civil works for the construction of the EAF plant, including foundations, structures, drainage, utilities, and any required earthworks.
- Ensure civil work is in line with the overall design and engineering specifications.
- Monitor and verify the quality of civil construction works, ensuring compliance with industry standards and project specifications.
- Stakeholder and Vendor Coordination:
- Liaise with internal and external stakeholders, including design teams, contractors, sub-contractors, and regulatory authorities to ensure smooth project execution.
- Oversee the procurement process for civil materials, equipment, and services, ensuring that delivery timelines align with the overall project schedule.
- Coordinate the interface between civil works and other project disciplines, such as electrical, mechanical, and structural teams.
- Budget and Schedule Management:
- Develop and manage the early works and civil works budgets, ensuring effective cost control and financial oversight throughout the project lifecycle.
- Monitor and report on the progress of site preparation and civil work activities against the project schedule.
- Implement corrective actions as necessary to keep the project on schedule and within budget.
- Health, Safety, and Environmental (HSE) Management:
- Ensure compliance with all safety standards, environmental regulations, and company policies on site.
- Conduct safety audits and risk assessments, and implement mitigation strategies to minimize workplace hazards.
- Lead regular safety meetings and toolbox talks with the site team and contractors to reinforce safety culture.
- Quality Assurance & Compliance:
- Ensure that the execution of early works and civil activities meets all quality standards and regulatory requirements.
- Conduct inspections and reviews of work performed, ensuring compliance with the quality control processes outlined by project specifications and standards.
- Manage non-conformance issues and implement corrective actions.
- Reporting & Documentation:
- Maintain accurate and up-to-date records of all site preparation and civil works activities, including progress reports, change orders, and material receipts.
- Provide regular updates and reports to the Project Manager and other stakeholders on the progress of the early works and civil engineering activities.
- Ensure all necessary documentation is completed, such as permits, inspections, and approvals.
- Risk Management:
- Identify and assess potential risks related to site preparation and civil works, including environmental, logistical, or technical issues.
- Develop and implement risk mitigation plans to address issues as they arise.
Profile
Education
- Bachelor's degree in Civil Engineering, Construction Management, or a related field. A master’s degree or relevant certification is a plus.
- Minimum of 10 years of experience in civil engineering or construction management, with at least 5 years in a leadership role managing site preparation and civil works for large-scale industrial projects.
- Experience working on brownfield projects, preferably in heavy industry, steel manufacturing, or similar sectors.
- Proven track record of managing large CAPEX projects, specifically in the early works and civil works phase.
Experience
- Technical Skills:
- Deep understanding of civil engineering principles, including foundation design, drainage systems, road construction, earthworks, and utilities.
- Familiarity with project management software (e.g., MS Project, Primavera, etc.).
- Strong knowledge of safety, environmental regulations, and industry standards (OSHA, ISO, etc.).
- Soft Skills:
- Strong leadership and team management skills, with the ability to manage multi-disciplinary teams and contractors.
- Excellent problem-solving and decision-making abilities.
- Strong communication skills, with the ability to work effectively with internal and external stakeholders.
- Ability to work in a fast-paced, high-pressure environment and handle competing priorities.
Additional Information
- This position may require occasional travel to project sites or vendor facilities.
- A strong focus on proactive problem-solving and flexibility will be critical for this role to adapt to changes on a large, evolving project site.
